Create Solution Defining Outline

Purpose

Create the content structure for the Document

Interdependencies

The synthesis meeting has been held. 

Directions

1. Open notes from the synthesis meeting and any other document/resources that would inform the outline
2. The outline should organize the top solutions people designed with organized sub-themes nested under.
3. The outline should begin to follow a narrative.
4. Once the first draft of the outline is created, all members of the Ops Team should review it and add supporting data (quotes and/or quantitative insights) as appropriate.
